  1. (context, military) US citizens who may be ordered to evacuate by competent authority include:
  1. civilian employees of all agencies of the US Government and their dependents, except as noted in 2a below;
  2. military personnel of the US Armed Forces specifically designated for evacuation as noncombatants; and
  3. dependents of members of the US Armed Forces.
